UK Planning Authorities Falling Behind Global Counterparts
I thought planning and building authorities had streamlined their processes in the United Kingdom. Yet, when we finally got the opportunity to meet with one of the UK’s most innovative local authorities, we were surprised by our conversation.
You see DigEplan partners with government platform vendors globally but does not currently have any UK local authority customers, despite being a UK-based business.
UK Lacks Streamlined Planning Approach
I learnt that the UK local authority market does not have a streamlined electronic plan review process in place…
We work with over 100 cities, counties and municipalities across four countries. We had assumed that UK local authorities were well ahead of the game, but our conversation made it clear that this is simply not the case. You have to ask, why?
My observation is that a number of things have happened in the UK.
Firstly, the market has been monopolized by a small number of key players but, this is changing as local authorities cotton on to the fact that this is stifling innovation. Without competition you don’t really have to try too hard.
My second observation is that when I look at the majority of software companies today, they are focusing on their core product and enabling an open partnering environment to develop value add applications to the core solution.
A little research into the main UK vendors that I am aware, shows that none of them have a partner network; why?
SAP, Infor, Accela, Oracle, Salesforce, Microsoft and Autodesk all benefit from massive innovation from enabling specialist partners to add value to their core application – enough said.
Integrate the Plan Review
I question if local authorities do not know what is possible when you take your platform / back office and provide new transformative ways of working. It would appear that local authorities and counties are not benefiting from an integrated electronic plan review process.
The USA gives us a benchmark for transformative technologies – pushed by innovators and people that are willing to take on the challenge. New technology can make positive changes that enhance public services and streamline the day-to-day for civil servants.
Never mind working with ACAD and PDFs, the elephant in the room is the use of Building Information Modelling, which is mandatory for UK public sector projects over £5M. Regulatory bodies can make significant advances in the way they use this enhanced information to make better informed decisions and enforcement. But streamline, and do more, with less, faster. Even charging for enhances services, finding new revenue streams to reinvest in improving the lives of citizens.
